In order to thoroughly implement the important decisions and deployments of the state on safety production and strengthen the main responsibility of enterprises, the limited company has comprehensively promoted the construction of a "dual prevention mechanism" for safety production in recent years. The "dual prevention mechanism" refers to the dual defense line of risk grading control and hidden danger investigation and governance, which is a key safety management model promoted by the national emergency management department in the chemical industry. Xinze Chemical has established a risk prevention and control system that covers all employees, processes, and positions based on its own production characteristics, ensuring the promotion of safe production.

1. Risk classification and control: precise identification, scientific prevention and control

According to the principles of "functional independence, moderate scale, and ease of management", all production equipment and storage facilities must undergo safety risk analysis. According to the Identification of Major Hazardous Sources for Hazardous Chemicals (GB18218), the identified and determined major hazardous sources should be treated as independent safety risk analysis objects for risk analysis. According to the production position, decompose the risk analysis object into several relatively independent risk analysis units. Our company has divided it into 3 risk analysis objects and 9 risk analysis units, and organized all employees to conduct risk identification. Select events such as fires, explosions, poisoning, suffocation, etc. that may cause serious consequences as key control points.

2. Draw a spatial distribution map

Enterprises classify security risk analysis objects based on the severity of the possible consequences of the event, and divide them into four levels from high to low: major risk, major risk, general risk, and low risk, marked in red, orange, yellow, and blue, respectively.

3. Develop control measures

From the perspectives of engineering technology, maintenance, personnel operation, and emergency measures, a total of 262 control measures have been identified for the entire factory area.

4. Risk classification and control

Risk grading control refers to the risk control methods that determine different control levels based on factors such as risk level, control capability, complexity and difficulty of control measures. According to the principle that the higher the risk level, the higher the control level, and both superiors and subordinates must control it simultaneously, the scope and responsibilities of graded control for main responsible persons, responsible persons, departments, teams, and position personnel are formulated to achieve full participation and gradually implement specific measures.
